Nikitenkova Maria Alexandrovna – Ph.D. in Economics, head of the Center for Research and Educational Projects of the Institute of the USA and Canada of the Russian Academy of Sciences and chief editor of the electronic scientific journal ISKRAN ‘Russia and America in the 21st Century’. Author and co-author of more than 50 scientific papers, including scientific reports, chapters of collective monographs. She successfully defended her thesis and also has more than 15 years of academic work experience.
Nikitenkova MA specializes in studying the regulation of the US information infrastructure, information law and information security. The range of scientific interests includes the organizational problems of the information society and national information infrastructures, social and economic problems of innovative development. Her studies have been successfully tested at Russian and international scientific conferences: the International Security Challenges Symposium (Washington, USA), the NATO European Security Academy (Oberamergau, Germany), the International Economic Forums -The 5th EUROPE – RUSSIA ECONOMIC FORUM (Bucharest, Romania), the XIX World Economic Forum (Poland), etc.
Since 2006, under the leadership of M. Nikitenkova, the Center for Multimedia, Research and Education Projects has developed and developed the concept of a new electronic scientific journal ‘Russia and America in the 21st Century’ (www.rusus.ru), whose goal is to develop political discussion in the field modern principles of building international relations, scientific analysis of major events at the global and regional level, as well as involving the intellectual resources of countries in the discussion and solving problems in the field of international relations. Since 2010, the Journal has been included in the List of Leading Peer-reviewed Scientific Journals and Publications of the Higher Attestation Commission of the Ministry of Education and Science of Russia, in which the main scientific results of theses for the academic degrees of a doctor and candidate of sciences should be published.
Since 2008, under the guidance of M. Nikitenkova, work is under way under the Program of the Division of Social Sciences of the Russian Academy of Sciences “Technical and Economic Parameters and Structural Features of the Information Sector of the US Economy”, and in recent years research has been carried out in the framework of grants:

Since 2010 Nikitenkova MA is a current expert in the project of the European Commission “Assistance to e-government in the Russian Federation – electronic services” to the government “(G2C Project” Support to eGovernment in the Russian Federation “), she developed the author’s course of lectures’ The history of the formation, status and prospects for the development of the regulatory framework in the field of e-government in the Russian Federation for heads of departments of state structures and a wide range of specialists.The course analyzes the main legal aspects you are forming the electronic government of Russia and assesses the degree of development of EP in the Russian Federation in the view of world experience.

About the Center

The center of research, multimedia and educational projects developed the concept of a new Internet Internet publication ISKRAN entitled ‘Russia and America in the 21st century’ (http://www.rusus.ru), whose main idea is to develop political debate in the field of modern principles of building international relations, the scientific analysis of the most important events at the global and regional level, involving in the discussion and solving problems in the field of international relations of intellectual resources of the country, sius, round tables, etc.

The scientific electronic journal ‘Russia and America in the 21st Century’ implements the following tasks:

wider involvement of intellectual resources in the discussion of key problems of Russia’s foreign and domestic policy, as well as Russian-American relations, global and regional problems;
ensuring open access to the digital archive of the journal and the possibility of conducting political dialogue within the framework of the forum;
providing readers with an extended information service, which is not available for a static printed version.

The journal is registered with the Ministry of Press, Television and Radio Broadcasting and Mass Communications (certificate of registration of El? FS77 30089 dated 26.10.07), as well as in the Depository of electronic publications of SEC Informregistr (state registration number 0420800059).

The magazine ‘Russia and America in the 21st Century’ is included in the List of Leading Peer-reviewed Scientific Journals and Publications of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation, in which the main scientific results of dissertations for the academic degrees of a doctor and candidate of sciences (http: //vak.ed. gov.ru/common/img/uploaded/files/vak/enumeration/2010/mits-26-03-2010_1.doc)

The book examines the factors and processes that determine the development of the US information infrastructure, and the role of state regulation of this sphere at the beginning of the 21st century. The monograph contains an analysis of the American policy of development of the telecommunications market and the information and communication sector as the most important conditions affecting the long-term economic growth of the United States. The work pays great attention to the definition of the essence, the main features and the role of state regulation of the information infrastructure at the current stage, as well as the analysis of the main trends in the telecommunications sphere, as one of the most important factors affecting the long-term economic growth of the United States. The paper presents a systematic analysis of the main processes that determine the development of the information infrastructure and the role of state regulation of these processes.

The information policy of the administrations of Clinton and George W. Bush on the development of the national information infrastructure, which became the basis of American leadership in this field, was thoroughly considered; the principal features and main provisions of American legislation in the field of telecommunications at the turn of the 20th and 21st centuries are summarized.

The study systematizes the experience of the US federal government in shaping the priorities for the development of the information infrastructure and presents specific recommendations on the use of American experience in modern Russian conditions.
