В ноябре 2014 г. руководством Министерства обороны США было официально объявлено о запуске ‘Оборонной инновационной инициативы’ (Defense Innovation Initiative). Она призвана стать стержнем ‘Третьей стратегии компенсации’ (Third Offset Strategy), нацеленной на обеспечение технологического превосходства США в военной сфере в XXI веке и осуществление новой революции в военном деле (РВД) вопреки логике бюджетной экономии. В статье рассматриваются истоки, содержание, ключевые компоненты данной инициативы, а также возможные препятствия на пути её реализации. В заключение даётся оценка роли американских планов подготовки новой РВД в выполнении целей и задач долгосрочной стратегии национальной безопасности США в XXI веке.
In November 2014 the U.S. Department of Defense officially launched a new Defense Innovation Initiative, which is meant to form the basis for the Third Offset Strategy aimed at ensuring the US dominance in defense technologies throughout the XXI century and making the next revolution in military affairs regardless of budget constraints. This paper examines the origins, substance, and key components of this initiative, as well as the factors that might hinder its implementation. It concludes with assessing of the role that these US plans to accomplish the new RMA are supposed to play in achieving the goals of the long-term national security strategy of the United States in the XXI century

Popov A.A. The Beginning of the 2016 Presidential Election Campaign in the USA
В статье анализируется начальная стадия президентской избирательной кампании 2016 г. в США, с января до середины октября 2015 г. За этот период кампания приобрела ряд особенностей: 1) рекордное число республиканских претендентов в кандидаты и единственный реальный кандидат на президентскую номинацию со стороны демократов; 2) неожиданное и непредвиденное выдвижение крупнейшего владельца недвижимости миллиардера Дональда Трампа на первое место среди республиканских претендентов и его отказ исключить возможность создания в 2016 г. третьей партии, которая могла бы расколоть голоса избирателей-республиканцев. Впрочем, позднее Трамп отказался от идеи создать третью партию.
The article deals with the early stages of the 2016 presidential election campaign in the USA since January up to the middle of October 2015. During this period the campaign had acquired a number of unusual features: an unprecedented record number of Republican candidates, and on the contrary practically one realistic candidate for the Democrats’ presidential nomination; the real estate mogul Donald Trump’s unexpected and unforeseen rise to the top of Republican contenders; his initial refusal to rule out a potential third-party presidential bid in 2016, that could split the Republican vote, making the Democrat frontrunner Hillary Clinton’s victory quite likely, that would give her party a third straight term in the White House. But already in early September 2015 D. Trump repudiated his previous statements: he promised to remain a true Republican to the end of the campaign, to give up the idea of a 3rd party and to support the Republican nominee whoever he would be. Among other unexpected events of the campaign it is worth to note the rise of two new republican contenders, both non-professional politicians: Dr Ben Carson and a former Hewlett-Packard CEO Carly Fiorina.
Apart from the fierce candidates’ battles the 2016 presidential election campaign would be important because it is likely to determine America’s policies in many aspects for the decade to come. Among them there are congressional Republicans’ ten-year balanced budget plan, fate of Obamacare, immigration reform, illegal immigrants’ lot, tax reform and international trade issues. All these topics are now on the current presidential campaign agenda.

Portnoy M.A. Money Today. Adjustment of Concepts
Один из существующих в современной финансовой науке мифов – миф об отмирании денег. Как доказывает автор статьи, деньги – это универсальное средство выражения ценности (стоимости) используемых в хозяйственной жизни товарных ресурсов. К настоящему времени образовались три функции денег: первая, конституирующая, – мера ценности и две рабочие – средство накопления (запасов) и средство расчётов (образования потоков), находящихся в непрерывном взаимодействии.
Several myths, including the one of the coming death of money, have been developed in the modern financial science. But the author of article argues that money is still a universal instrument of expressing the value (cost) of commodity resources used in the economic life. To date, three functions of money have been formed: the first, constituent one, – money is a measure of value and two working ones – money is a means of accumulation (reserves) and of settlement (flows) which are in continuous interaction.

Пенсионные фонды США являются крупнейшими институциональным инвесторами, аккумулировавшими, по состоянию на 2014 г., около 14,7 трлн. долл. активов. Либеральное законодательство в области регулирования инвестиционной деятельности фондов способствовало бурному развитию частных пенсионных планов в начале XXI века. Одним из перспективных направлений использования средств пенсионных фондов для США является их инвестирование в инфраструктурные проекты.
U.S. pension funds are the largest institutional investors accumulated about 14 trillion dollars of assets. The liberal legislation on the regulation of pension funds investments contributed to the rapid development of private pension plans in the beginning of the XXI century. Pension funds’ assets are the perspective source for infrastructure projects funding in the United States.

The essence of the federally funded research and development centers as important elements of a scientific and technical complex of the United States and the key features of their activity are revealed. The analysis of the FFRDC’s role in the innovative development of national economy is given.

Данный обзор посвящён изданию Канадского ежегодника с 2012 по 2015 г. Изложены основные направления развития издания и сделан упор, прежде всего, на междисциплинарный подход к освещению канадской проблематики. Показано, что авторы ежегодника уделяют внимание истории и современности, экономической и социальной проблематике, культуре Канады, а также материалы по литературоведению и языкознанию, переводы художественной литературы и многое другое, что даёт представление о жизни страны.
This survey is devoted to the publications in the Annual Journal for Canadian studies in Russia in the period from 2012 till 2015. In the survey, which is prepared by editor-in-chief, the main directions of the Annual Journal, are finalized. The editor-in-chief draws attention to the multidiscipline research of the Journal with regard to the Canadian issues. It is mentioned in the survey that the main attention of the authors is closely connected with the history and modern life, economy, social and cultural issues, studies in literature and languages, translations, fiction, memorable dates, book surveys and reviews, in retrospect.
