Sogrin V.V. 1776 and 1917: American and Russian Revolutions in Global History
Рассмотрено в сравнительном ключе всемирно-историческое значение и влияние Американской революции 1776 года и Российской революции 1917 года. Выявлены этапы их соперничества, его исход и перспектива исторического наследия. Обеим революциям был присущ мессианизм. Соперничество либеральной и коммунистической революций совершалось с переменным успехом и завершилось с окончанием холодной войны в пользу либерализма. Но влияние социализма не исчерпано. Оно сохраняется в Латинской Америке, в Азии, в самой России. Главная причина этого – усиление вследствие глобализации либерального капитализма социальных контрастов и неравенства в распределении богатств между меньшинством и большинством населения планеты.
The author considers in a comparative context historical importance of the American revolution of 1776 and of the Russian revolution of 1917. Values and influence of two revolutions, stages of competition, it’s outcome and the perspective of historical heritage are analyzed. Both revolutions were characteristic of messianism. The rivalry between the liberal and communist revolutions were made with varying success and ended with the end of the cold war in favor of liberalism. But the influence of socialism is not exhausted. It is kept in Latin America, in Asia, in Russia itself. The main reason is the increase in the process of liberal capitalist globalization of social contrasts and inequality in the distribution of wealth between the minority and the majority of population of the world.

В статье анализируются тенденции внешней торговли аграрной продукцией и внешнеторговая составляющая системы государственного регулирования аграрного сектора США. Роль экспортных поставок, как фактора благополучия аграрного сектора, значительно возросла за последние несколько десятилетий. Это вызывает вполне обоснованный интерес к регулированию этой сферы со стороны государства. Результатом этого внимания стало формирование одного из приоритетных направлений аграрной политики государства – внешнеторгового. Особенностью его развития в нынешнем веке стал акцент на принципы “свободной” мировой торговли – отказ от жёстких мер протекционизма и свободы в перемещении товаров между странами. Для реализации этой стратегии США становятся активным участником международных многосторонних торгово-экономических соглашений. Это, в сочетании с эффективной системой прочих мер внешнеторговой аграрной политики (программы экспортных кредитов, гуманитарная продовольственная помощь, “технические” и образовательные программы помощи, современная информационно-разведывательная система зарубежных офисов и т.д.) является одним из залогов успешного развития аграрного сектора страны.
The article analyses the trends of foreign trade in agricultural products and foreign trade component of the system of state regulation of the U.S. agrarian sector. The role of foreign trade, especially exports, as a factor in the prosperity of the agricultural sector has increased significantly over the past few decades. This is quite a reasonable interest in the state regulating of this sector. The result of this attention was the creation of one of the priority directions of the agrarian policy of the state of foreign trade. The peculiarity of its development in this century was the emphasis on the principles of “free” global trade – the refusal of the measures of protectionism and freedom of movement of goods between countries. To implement this strategy, the United States is an active participant in international multilateral trade and economic agreements. This, combined with an effective system of other measures of agricultural foreign trade policy (export credits, food aid, humanitarian, technical and educational assistance programs, modern information and intelligence system, foreign offices, etc.) is one of the most important keys to successful development of the agricultural sector of the country.

Обсуждение данной темы состоялось в рамках традиционной научной конференции ‘Арбатовские чтения’-2017, которая ежегодно проходит 19 мая – в день рождения основателя ИСКРАН и его первого директора (1967-1995 гг.) академика Г.А. Арбатова.
On May 19, 2017 at the Institute for the U.S. and Canadian Studies of RAS the 7th scientific conference called the Arbatov Readings was held. It became traditional in ISKRAN and received its name in commemoration of the Institute founder and architect of the Russian scientific school of American studies – academician George A. Arbatov. The report of the first session of the conference dedicated to the 50th anniversary of ISKRAN was published in the previous issue of the journal (2017, no.8).

Начальный этап администрации нового президента-республиканца Д. Трампа ознаменовался попыткой ликвидации “Обамакэр” – реформы здравоохранения, наследия бывшего президента-демократа Б. Обамы. О месте проблем здравоохранения в приоритетах вновь избранного президента, демонстрирующего стремление приступить к реализации неоднократно обещанного – ликвидации реформы здравоохранения своего предшественника, свидетельствует факт подписания им в день инаугурации в числе первых распоряжений в качестве 45-го главы государства указа, посвящённого именно “Обамакэр”. Д. Трамп позиционировал отмену “Обамакэр” как один из главных приоритетов во время своей кампании и переходного периода. В своей предвыборной программе он обещал ввести более эффективную систему здравоохранения в США. Не все республиканцы в Конгрессе США разделяют мнение президента. Неоднократные попытки провести через высший законодательный орган первый вариант замены реформе медицинского обеспечения по-Обамовски успеха не имели.
The initial stage of the administration of the new Republican President D Trump was marked by an attempt to eliminate “Obamacare” – the health care reform, the legacy of the former democratic president B. Obama. The place of health problems in the priorities of the new elected president demonstrating the desire to proceed to the implementation of the repeatedly promised – the liquidation of the health care reform of his predecessor, is evidenced by the fact that he signed on the day of inauguration as the first decree as 45th President of the USA, the head of state. The Decree was dedicated specifically to “Obamacare”. D. Trump positioned the abolition of “Obamacare” as one of the top priorities during his campaign and the transition period. Republican D. Trump in his election program promised instead of “Obamacare” to introduce a more effective health care system in the United States. Not all Republicans in the US Congress share a common opinion with the president. Repeated attempts to pass through the highest legislative body the first option of replacing the Health Care Reform of The Obama’s administration failed.

Vorobyev A.N. The Woman in a Male Discipline: Research Biography of Louise Overacker
В статье рассматривается биография Луизы Оверэкер (1891-1982) – одной из наиболее известных женщин в американской политической науке XX века, внёсшей важный вклад в изучение процедуры первичных выборов и роли финансов в избирательных кампаниях США, а также Австралии. В первых двух разделах статьи представлен краткий обзор истории женщин в политической науке США и предпринимается попытка гендерного анализа дисциплинарной памяти. Делается вывод о том, что политическая наука в США была и остаётся преимущественно мужской дисциплиной с соответствующей дисциплинарной памятью. В следующих разделах статьи на основе двух неопубликованных интервью и ряда других источников реконструированы основные этапы жизни Луизы Оверэкер: ранние годы и обучение в Стэнфорде, получение докторской степени в Чикагском университете, преподавание в колледже Уэллсли и создание в нём кафедры политической науки, а также деятельность в Американской ассоциации политической науки и некоторые другие сюжеты. Особое внимание уделено персоналиям и институциональным условиям, оказавшим влияние на интеллектуальное становление, карьеру и научную работу Луизы Оверэкер.
In this article is considered the research biography of Louise Overacker (1891-1982), who was one of the most known woman in American political science in 20th century and who made a major contribution to studying of primary elections, electoral campaign finance and Australian politics. The first two sections give the short review of women’s history in American political science and try to make a gender analysis of disciplinary memory. The conclusion about American political science as a male discipline with relevant disciplinary memory is made. The next sections recover the main stages of Louise Overacker’s life: early years and studying in Stanford, receiving doctor’s degree at University of Chicago, teaching in Wellesley College and creation here the department of political science, activity in American Political Science Association and some others things. A special attention is paid to persons and institutional environment, what influenced on intellectual formation, career and scientific work of Louise Overacker.

Статья посвящена анализу нескольких основных тем, связанных с финансированием программ ПРО США. Решения, которые будут приниматься по этим вопросам, окажут прямое влияние на расстановку приоритетов в финансировании ПРО, а также на планирование региональных архитектур противоракетной обороны США и их союзников. Автор анализирует ход дискуссий в США на эту тему и даёт оценку их перспективы. В последние годы президентства Б. Обамы произошло несколько важных событий, которые в будущем могли бы повлиять на политику администрации Д. Трампа в сфере ПРО. Вышедший в ноябре 2014 г. меморандум Гринерта – Одиерно высветил черты кризиса, наметившиеся в политике по построению американской ПРО. Дальнейшее развитие обсуждения фактора России в дискуссиях в США по этому вопросу совпало по времени с изменением закона “О национальной ПРО” 1999 г. в сторону расширения законодательно закреплённой политики по построению противоракетной обороны США. Курс на экономию для снижения дефицита федерального бюджета впоследствии может сказаться на планировании развития ПРО. Взаимодействие США с их союзниками в сфере противоракетной обороны также может отразиться на расстановке приоритетов в финансировании определённых её частей.
The article delivers analysis of main issues connected with U.S. missile defense funding. Decisions on these issues will directly influence the ranking of priorities in missile defense funding and planning of regional missile defense architectures by the U.S. and its allies. The author analyses a course of the discussions in the U.S. and delivers conclusions about prospects of these discussions. During the final years of Barack Obama presidency there were several factors which would somehow affect missile defense policy of D. Trump administration. Greenert-Odierno Memorandum highlighted features of crisis in U.S. missile defense policy. Further development of Russian topic in missile defense debates in the U.S. coincides in time with amending National Missile Defense Act of 1999 towards expansion of legally fixed policy of U.S. missile defense building. Policy of saving in the interest of reducing federal budget deficit can affect U.S. missile defense planning. Cooperation between the U.S. and its allies also can influence the prioritizing in funding of certain U.S. missile defense programs.
