April 27-28, 2017, the conference “Russian-American relations: 210 years”

1 Rogov Keinyakin-rojanskyOn April 27-28, 2017, the Institute of the USA and Canada of the Russian Academy of Sciences held a Russian-American conference timed to coincide with the 210th anniversary of the establishment of diplomatic relations between Russia and the United States of America and the 50th anniversary of the foundation of ISCRAN. The sponsor of the conference was the Foundation for Support of Public Diplomacy. A.M. Gorchakov. Partners from the American side were the Kennan Institute of the Woodrow Wilson International Center and the Carnegie Corporation (New York).

This meeting has become the largest event of its kind in recent years. 40 Russian and 25 American participants took part in the conference, including Deputy Minister of Foreign Affairs S.A. Ryabkov, Chairman of the Committee on Foreign Affairs of the Federation Council, K.I. Kosachev, Chairman of the Committee on Foreign Affairs of the State Duma L.E. Slutsky, Director of Foreign Policy Planning Department of the Ministry of Foreign Affairs O.V. Stepanov, a member of the Federation Council, a former Russian ambassador to the US, V.P. Lukin, former ambassador of the Russian Federation in India V.Trubnikov, former UN Deputy Secretary-General S.A. Ordzhonikidze, US Ambassador J. Tefft, former US ambassadors to Moscow J. Mattlock, J. Collins, A. Vershbow, J. Beyrle, former US Ambassador to the United Nations Z. Khalilzade, former US Ambassador to NATO R. Hunter, former US Ambassador in Kazakhstan and Georgia, U. Courtney, former Deputy Secretary of State S. Rademaker, director of the Kennan Institute M. Rozhansky, famous American experts in international affairs R. Legvold, T. Graham, H. Ullman, as well as vice president of the Russian Academy of Sciences, director of the Institute of Space Research LM. Green, director of ISKRAN VN Garbuzov, the scientific leader of ISKRAN SM. Rogov, scientific director of the Institute of World History of the Russian Academy of Sciences, A.O. Chubaryan, Honorary President of the Institute of African Studies, RAS. Vasiliev, scientific director of the Institute of Latin American Studies, RAS V.M. Davydov, a member of the Directorate of the IMEMO RAS, A.G. Arbatov, director of the Center for Energy and Security A.V. Khlopkov, Deputy Director of the Fund Gorchakov V.F. Kenyaikin and other Russian and American experts.

The representative composition of the conference participants allowed for a substantive discussion of a wide range of issues of Russian-American cooperation, including the problem of the Ukrainian crisis, the settlement of the conflict in Syria, arms control, economic cooperation, the overall state and prospects of bilateral relations.

During the conference, a productive exchange of views took place on key issues on the agenda. At the same time, it was possible to largely avoid propaganda cliches and mutual accusations. The participants agreed that the current state of relations between Russia and the United States does not meet the interests of any of the parties, and advocated the development of a dialogue aimed at normalizing bilateral ties. At the same time, concrete proposals were made on the implementation of the Minsk process, bilateral cooperation in Syria, the preservation of the INF Treaty.

The conference was held according to the Chatham House rules and did not provide for the adoption of any joint document. However, following the results of the discussion at the end of May this year, a report will be published signed by the two co-chairs – S.M. Rogova and M. Rozhansky.
