The Canadian science department was established at the Institute of the USA at the Academy of Sciences of the USSR in March 1972 on the initiative of its founder, G.A. Arbatov. This decision was due, on the one hand, to the logic of the development of research on US problems, and on the other hand, to a positive turn in our country’s relations with Canada, which caused an urgent demand for various information about the neighbor through the pole, based on deep scientific knowledge.

The department includes the following units:

The range of topics studied on Canada’s economic problems includes, in particular: problems and prospects for developing the natural and resource potential of the countries of North America; Canada’s energy sector and Canada’s position in the world as one of the leading energy powers; The search for Canada’s optimal ‘niche’ in the modern world economy; the state policy in the field of environmental protection and Canada’s position on global problems of the use of natural resources and environmental protection; various aspects of Russian-Canadian relations and issues of cooperation in the economic and scientific and technical spheres.

Themes of research of the Department of Canada. Since its inception, the Division has been conducting research in three main areas:
– domestic socio-economic and political processes in Canada;
– issues of foreign economic and foreign policy activities, the role and place of Canada in the international arena;
– problems and prospects for the development of relations between our country and Canada.

The department conducts research on a wide range of topics related to the study of the economy and modern policy of Canada. In particular, the problems of internal social and economic development, as well as the evolution of Canada’s foreign economic relations and positions in the context of globalization of the world economy, overcoming the current financial and economic crisis are being studied.
Analysis of the ways of development of Canada and the search for an optimal “niche” in the modern world economy by a country belonging to middle-ranking powers possessing the richest natural resources (including fuel and energy) shows its desire to strengthen its competitive position by increasing investment in “human capital” ‘and strengthening the scientific and innovation potential.
The department’s tasks also include analysis of the current state and identification of the main trends in the development of Canada’s foreign and domestic policies.
Studies are currently being conducted on such topics as Canada’s foreign policy, international security, Canadian-American relations, gender studies, the Canadian non-governmental sector, cultural and cultural policy issues, the electoral process and political parties, problems of North American integration. In view of the presence of certain similarities between Canada and Russia – in terms of the scale and structural features of the economy, the richness and diversity of natural resources, the specific problems of their development in the conditions of the “north” of a significant part of the territory, the federal structure, the multi-ethnic composition of the population, etc. – the study of the above issues is of significant practical interest.
The Canadian department of ISKRAN played a key role in the creation in the country in 1991 of the Association for the Study of Canada (now the Russian Society for the Study of Canada, ROIC). The staff of the department, being leading experts in studies of the current economic and political problems of Canada, take an active part in the activities of the RICC.
About the history of the Department of Canada.

 

The essay is based on materials written by Sergei Fedorovich Molochkov, one of the leading specialists in the new and modern history of Canada, the founder of the political direction in the research carried out by the Department’s employees. S.F. Molochkov began working in the research department of the Institute in 1974, in 1979 he headed the Sector of Political Problems of Canada, from 1993 to 1999 he was the head of the Department and the President of the Russian Academy of Sciences.

In 1972.y. employees of the sector of Canada are recent graduates of Moscow State University, which was recruited and led at the time by the already experienced Canadian scientist Leon Bagramov.
At the end of 1974, the Presidium of the Academy of Sciences agreed that it is politically incorrect to conduct a study of Canada in a scientific center, whose name is mentioned only by the United States. The words “and Canada” were added to the name of the Institute. In 1979, the Canadian sector became a department, reflecting its qualitative and quantitative growth.
It should be emphasized that at the time of the organization of Canadian studies in ISKRAN, the Soviet studies in Canada, unlike Russian American studies, were on a different stage – the initial stage of their development. From the scientific works on the general and specific issues of the entire multifaceted history of the economic and political development of the United States, it was already possible at that time to compile entire libraries, whereas books on the Canadian problem could be counted on the fingers. Therefore, works on topical issues of economic and political development of Canada in ISKRAN, as a rule, are pioneer.
From the very beginning and up to the present time, the research department of the Institute has been conducting research in three main areas: the internal socio-economic and political problems of Canada; problems of its foreign economic and foreign policy activities; problems of development of relations of our country with Canada. The learning process is usually interdisciplinary.
In the formation and activities of the Division, three stages can be identified.

The formation of the scientific team is the period when, from writing analytical notes and articles to the Institute’s journal (“The US, Economics, Politics, Ideology”) we moved on to writing the first collective monograph “Canada on the Threshold of the Eighties” (by B.I. Alekhin, LA Bagramov, NB Bantsekin, S.Yu. Danilov, SF Molochkov, LA Nemova, V.B. Povolotsky, V.V. Popov, V. A. Tishkov, AI Cherkasov, VE Shilo – Edited by LA Bagramov). The book was published in 1979 and was highly appreciated by the scientific community not only in the Soviet Union, but also in Canada, the United States, and other countries. In the writing of this book, literally all the scientific employees of the department, most of whom simultaneously studied in graduate school, took part. When discussing the manuscript, we argued a lot, learned from each other and as a result became a team of like-minded people, despite the fact that each represented a growing expert in his field, a unique scientific individuality. All the young authors of the monograph have prepared sound Candidate’s dissertations and successfully defended them.

 

The creative growth of the department falls on the 1980s. More than a dozen collective and individual monographs, dozens of scientific articles were published that developed and deepened the analysis of the issues raised in the monograph “Canada on the Threshold of the Eighties.” These works reflect the results of a study of the uniqueness of the Canadian development model, the place of Canada in the process of North American economic integration, the main characteristics of Canada’s foreign economic activity, its general socio-political appearance. The tendencies in the development of the two-party system of Canada, the specifics of its federalism, the dynamics of the priorities of the country’s domestic policy, the problems of Quebec separatism, ethnic minorities, the fate of the indigenous population of the country, the Canadian workers’ and anti-war movements were analyzed. Great attention was paid to studying Canada’s search for a place in the world in conditions of a unique geopolitical neighborhood with the United States and simultaneously between the two nuclear missile superpowers, and finally, an analysis of the state and prospects for the development of Soviet-Canadian political, trade and economic relations.

Scientific and applied work of the department – analytical materials on the listed subjects, which were sent to the supreme governing bodies of the country, invariably received high praise.
Already by the mid-1980s, the department became the recognized leading center for comprehensive study of Canada, not only in the USSR, but throughout Europe. The department in this period consisted of 16 researchers, 12 of whom had a Ph.D., four of them prepared doctoral dissertations, which were subsequently successfully protected.
Reflecting this recognition against the backdrop of the undoubted high authority of our Institute as a whole, the successful development of the international ties of the Canadian astronauts ISCRAN has become. Beginning with participation in purely Canadian scientific discussions, the staff of the Canadian Division then became the most active participants in the organization and holding of four Soviet-Canadian round tables and two conferences on international and bilateral relations with the participation of influential representatives of Canadian political and scientific circles.
Moreover, in 1989 the department initiated the creation and organizing center of the activities of the Soviet Association for the Study of Canada, the first organization of this kind in Central and Eastern Europe. Its president was Academician G.A. Arbatov, vice-president – L.A. Bagramov.

Consolidation. Activity of RAIC. The 1990s can be called a period of consolidation. In an environment where the conditions for scientific work deteriorated sharply, the Department’s employees considered it their task not to allow the reduction of the achieved qualitative level of research and maximally preserve the breadth of their problems. It was also difficult to do because of large staff losses. The biggest and most irreparable loss was the death in July 1993 of the permanent head of the department, Doctor of Economic Sciences, Professor Leon Bagramov, one of the largest Canadians of our country. Other personnel losses, which accounted for almost half of the Department, have become at the same time a valuable acquisition for the highest state bodies, business, Russian mass media and international organizations and have been a convincing indicator that the Canadian department, like ISCRAN in general, wide profile.

 

Difficulties with the publication of prepared manuscripts created the danger of stagnation, so the focus of the work was shifted to oral forms, to scientific discussions. To this end, the Association for the Study of Canada was actively used and used, which in 1992 was transformed into the Russian (ROIK).
Since 1991, international conferences have been held every two years with the involvement of leading foreign Canadian experts. The last in time, the 9th in a row, took place on September 25-27, 2008 in St. Petersburg.
The publication of the materials of all international and national conferences of the ROCC, its “Vestnik” in Russian and in English has been arranged. Since 1997, the works of the members of RAIC are published in the Canadian Yearbook (editor-in-chief of the group on the history of Canada of the Institute of World History of the Russian Academy of Sciences,
Doctor of History V.A. Koleneko).
The members of the ROCC express their deep gratitude to the Canadian government, which supports the development of Canadian studies in Russia. In particular, Russian researchers and teachers are given the opportunity to participate in competitions for grants for scientific trips to Canada. Funds are allocated for the conduct of scientific events of the ROIC, the publication of conference materials, the Canadian Yearbook, and the Vestnik ROIK.
It should be noted that starting from January 1999, the Institute’s journal comes out with a new title: “USA-CANADA: Economy, Politics, Culture”, which imposes on the Russian Canadian experts and the staff of the Canadian Department, first of all, even greater responsibility for the preparation materials for each of his numbers.
It is also noteworthy that interest is growing in the postgraduate study of ISCRAN youth, specializing in economic and political issues in Canada. This is important in order to prevent the disruption of generations of Canadists, to preserve the valuable continuity of scientific knowledge.
In general, the creation of the school of Russian kanedovedeniya is one of the main results of the activities of ISCRAN, which can be legitimately proud.

Yisrael Yevgenia Viktorovna is a leading researcher in the department of Canada. The main areas of scientific specialization: Canada’s policy on international security; gender studies and civil society in Canada. The main place in his research is occupied by the issues of socio-economic, political and ethno-cultural development of the regions of Canada, the problems and experience in the development of the northern regions of the country, ethno-cultural mosaic and interethnic relations in Canada, Russian-Canadian and multilateral international cooperation in the development of the North. Author of articles about Canada in the ‘Great Russian Encyclopedia’.

Shchukina Tatyana Aleksandrovna, senior researcher, conducts research on the current state and history of the development of Canadian culture, analysis of the directions and methods of the policy of the Government of Canada in the field of culture. Among the latest works Shchukina TA. ‘Musical Culture in Canada: Some Pages of History’, ‘The Policy of the Government of Canada for the Preservation of the Cultural and Historical Heritage of the Country’.

Khoroshilov Evgeny Evgenievich, senior researcher, conducts research on the development of the financial system, Canada’s position in the global capital market, the dynamics and structure of Canadian capital export abroad, including to Russia. HER. Khoroshilov also analyzed the latest data on Russian investments in Canada. He is the author of the brochure “Canadian Capital Abroad,” as well as a number of chapters in monographs and numerous articles.

Among the topics studied: the main trends in the development of the economy and social sphere in Canada in general and in certain regions; the nature, problems and consequences of a qualitatively new stage of economic integration in North America related to the operation of regional free trade agreements (FTA and NAFTA, first of all); the content and implementation of the main directions of the state’s social and economic policy; problems of development of the Canadian North; foreign economic strategy of the state and business; Changes in the scale and structure of capital exports from Canada and the specifics of the activities of Canadian corporations in foreign markets.
Theoretical and practical significance of research. From the theoretical point of view, the study of the following questions on the Canadian material is of particular interest. The search for the optimal ‘niche’ in the modern world economy by a country belonging to middle-ranking powers, which possesses the richest natural resources (including fuel and energy resources) and strives to strengthen its competitive positions by increasing investment in “human capital” innovative potential. The influence of liberalization of international trade and investment regimes on the development of individual industries and regions, on the conditions for the development and implementation of the economic and social policies of the state, on financial and economic relations and the division of powers between the federal center and the regions. The problems of preserving economic and socio-political unity in a federal state, which is characterized by a strong asymmetry in the size of the territory of its subjects, the number of their population, economic potential, financial security, etc.
However, due to the presence of certain similarities between Canada and Russia – in terms of the scale and structural features of the economy, the richness and diversity of natural resources, the specific problems of their development in the conditions of the “north” of a significant part of the territory, the federal structure, the multi-ethnic composition of the population, e. – the study of the above issues is of significant practical interest. In this regard, the work of the sector’s employees pays special attention to the analysis of various, positive and negative aspects of the Canadian experience and the possibilities of their use, taking into account the specifics of the Russian realities. The most important aspect of the research is also the state of Russian-Canadian relations and the prospects for the development of cooperation between the two countries in the economic and scientific and technical spheres.
The results of research are reflected in monographs, brochures and collections, in journal articles, analytical materials for government and legislative bodies of the Russian Federation, in speeches at Russian and international conferences. In the years 2005-2008, one monograph was published, three brochures were prepared for publication, and several dozen articles were published in collections, journals and conference proceedings (see the list of publications).
The sector’s employees have developed and are teaching courses in economics and economic geography of Canada, state-political structure and federalism in several universities (Moscow State University, YSUG, SU-HSE and some others).

The Sector of Political Problems of Canada was established in 1979.
His first head was the famous Soviet / Russian canadologist, Candidate of Sciences Sergey Fyodorovich Molochkov. In different years, the heads of the sector were also Evgenia Viktorovna Israelyan and Arkady Ivanovich Cherkasov.

The monograph provides a comprehensive assessment of Canada’s participation in the processes of North American economic integration, analyzed the main results of the NAFTA agreement. On this basis, broader conclusions and generalizations are made: the model of North American integration is compared with the classic European model of integration considered; a conclusion is made about the changing role of Canada in the world from the so-called. the powers of “middle rank” with global politics to the regional North American state; The most probable ways of evolution of North American integration are analyzed. In particular, it was established that after the entry into force of the Canada-US free trade agreement in 1989 and NAFTA in 1994, the Canadian-American economic integration reached a new stage in its development. As a result of the completion of the restructuring, Canada’s industry has become an integral part of the North American manufacturing platform, based on the intra-industry specialization, and operating on the principle of “delivery-precisely-in-time”. Following the rapidly changing geography of North American trade flows, the Canadian infrastructure was reoriented from the historically developed latitudinal to the meridional orientation. The third important point was the strengthening of the external economic activity of the border Canadian provinces and the US states and the appearance on the economic map of North America of transboundary regions, which increasingly associate themselves with national economies, and increasingly with the integrated continental market. All this allows us to conclude that although formally NAFTA is just a free trade area, in fact it is a question of the practical implementation of a number of elements of the customs union and even the common market.

To forecast and solve problems arising in the process of developing and implementing regional policy in Russia, it is important to take into account the experience of other countries with a federal state system. The brochure examines the financial and economic aspects of the relationship between the center and the regions in several foreign federations. Some of them are among the so-called “mature” federations – countries with a long history of the federal structure, having a developed market economy and a mature civil society. Another group of countries belongs to the category of “transitional” federations, in which active processes of formation and transformation of federal relations go hand in hand with the processes of the formation of a market economy and the development of civil society. According to international experts, modern Russia belongs to the category of such countries. The report analyzes the research materials carried out by some of the most authoritative foreign scientists, international organizations and expert groups on financial and economic relations between the center and regions in federal states. In particular, the main principles of the functioning of modern federalism, various approaches to the distribution of revenue and expenditure powers between levels of power, as well as the use of interbudgetary transfers and mechanisms for equalizing the budgetary security of the regions are described. An assessment of the possibilities and feasibility of applying foreign experience in the process of implementing regional policies and reforming intergovernmental fiscal relations in the Russian Federation is given.

Annotation
The task of this work was to analyze the experience of partnership between the state and the public of Canada, to reveal the features of the model of intersectoral cooperation and to assess the successes and difficulties of development of the non-profit sector of the country. The study showed that certain aspects of the Canadian political process may be of interest to Russian authorities developing an approach to the third sector, and some elements of the Canadian model can be applied in the Russian context. The work is intended for government officials, activists of non-profit organizations, researchers of civil society, teachers, students, as well as readers interested in the problems of modern Canada.
