Korneev A.V. – graduated from Moscow State University im. MV Lomonosov in 1976. Deputy Director of the Center for International Business and Regional Development of the Russian Academy of National Economy and Public Service (RANEP and GS, 1990-2015), Associate Professor, conducts training courses at the State Academic University of Humanities (GAUGN) in Moscow since 2000 G., author of more than 200 scientific publications on the economic problems of the energy source complex of the United States. Member of the group of authors of the textbook “Economics of the USA” for higher educational institutions. Included in the Federal roster of scientific and technical experts of the Ministry of Education and Science of the Russian Federation, accredited in the programs of the IBM Academic Initiative and University Alliance SAP CIS, is an associate expert of the Swiss corporation Von Essen Consulting SA, Geneva, Switzerland. Daykin A.I. – graduated from the Moscow State Institute of Foreign Affairs of the USSR Ministry of Foreign Affairs in 1965, worked in the diplomatic service. The general experience of scientific work is more than 40 years, a qualified generalist economist. Authoritative and well-known expert on US tax and budget issues; carried out research on state regulation of the economy in the United States and Canada. Published 3 author monographs and 9 sections in collective scientific monographs; prepared over 180 other publications, mainly on the socio-economic problems of the United States and Russia. Member of the group of authors of the textbook “Economics of the USA” for higher educational institutions. Shumilina I.V. – a qualified political scientist and publicist of a wide profile, the total length of scientific work is over 10 years. An authoritative expert on topical issues of international relations and energy policy of the countries of the Middle East, as well as cultural and ideological aspects of the US Middle East policy. The author of over 20 scientific publications, has repeatedly performed with scientific reports at international conferences and seminars.


Lesnyak E.A. Certified economist and psychologist. The general experience of industrial work at the Institute of the USA and Canada RAS is over 25 years. She graduated from the All-Russian State Tax Academy with a master’s degree in economics, as well as the Russian University of Peoples Friendship with a degree in psychological counseling. Specialist in compiling multidisciplinary economic and econometric computer databases, as well as topical issues of sociology and psychology in international relations.

2. Information about the Departament


The Center was established in May 2008 on the basis of the Sector of Energy Research and Economic Databases of the ISC of the Russian Academy of Sciences (1995–2008) and continues a number of its research directions. The main theme of the scientific specialization of the Center is the US Energy Strategy and Problems of Economic Security, state registration code 8.12.
The scientific interests of the Center’s employees include: energy and raw materials for the US and Russian economies; domestic and international aspects of energy security; theoretical and applied economic aspects of energy research and development in the United States and Canada; economic efficiency of the fuel and energy sector; government regulation in the US energy industry; energy and tax aspects of the US budget process; investment analysis of energy and raw materials projects.
The center is consistently focused on a comprehensive study of US policy in the field of domestic and international energy security from the point of view of Russia’s long-term interests. Special attention is paid to a detailed consideration of the significance of the energy factor in Russian-American relations. An important place in the scientific work program of the Center is the study of the American experience of targeted state subsidies to the energy sector, the specifics of the legislative process, as well as the scientific and technical aspects of energy conservation and material conservation. Energy factors are also considered as part of the assessment of the driving forces of the American regional policy in the Caspian region, in the South Caucasus, in Central Asia and in the Persian Gulf. As part of the Center’s work, the role of selected specialized international institutions, such as OPEC, IEA, IAEA and G7 in regulating international processes, is also being studied.
The work of the Center is reflected in regular scientific publications and reference materials that are sent to relevant committees of the State Duma and the Federation Council of the Russian Federation, as well as to the Ministry of Energy, the Ministry of Finance, the Ministry of Economic Development and Trade, the Ministry of Foreign Affairs, the Security Council of the Russian Federation, other organizations and departments. The Center’s employees took part in the development and preliminary examinations of individual sections of draft laws on foreign investment, under production sharing agreements, on subsurface resources and on free economic zones, prepared detailed analytical reports on orders from state structures, and also developed advisory recommendations for Russian regional authorities.
The leading specialists of the Center regularly make presentations at various scientific conferences in Russia and abroad, and are active in teaching. The sector is equipped with modern computer systems; For processing, transfer and storage of scientific information a specialized internal local area network with a multi-level distributed data bank is used.
