Rogovsky Evgeny Alexandrovich has higher education in the specialty ‘Economist-Mathematician’ (Economic Faculty of Moscow State University named after Lomonosov, the year of graduation 1971). Graduated from the graduate school of the Scientific Research Institute of Economics under the USSR GOSPLAN (graduation year 1975). From 1971 to 1992, he was engaged in teaching (Economics Faculty of Moscow State University) and research activities in the development and use of dynamic interbranch balance models (including econometric), structural investment policy (including taking into account differences in the level of quality of material investment resources) , investment and conversion of defense industries. directly participated in the work on forecasting economic development (CEMI and Institute for Economic Forecasting of the USSR Academy of Sciences, RAS). From 1993 to 1998 – Trade Representative of the Russian Federation in the Republic of Poland. Since December 1998, he has been head of the Center for Military Industrial Policy Issues in ISCRAN.
Specialization: problems of industrial development, problems of information society security, integration of space and information technologies.
Repeatedly participated in the preparation of analytical materials for a number of Federal Ministries and the Federal Assembly of the Russian Federation, spoke at Russian and international conferences.
Teaches at the Faculty of World Politics of the State University of the Humanities (GUGN) (special course “Information Security”).

About the Center

The main current topic of the Center’s scientific specialization is –

studying the issues of US domination in international military, military-technical and military-industrial policies, as well as key areas of global security in the space and information space.

The Center for Problems of US Military-Industrial Policy was established in 1998, until April 2007 was part of the economic direction of the Institute. Then, due to the specifics of the work, the Center was transferred to a military direction headed by Deputy Director of ISKRAN Zolotaryov PS.

A special place in the Center’s research is the US experience in the field of public management, including the US Federal Contract System.

The results of the Center’s work are reflected in the publications; analytical materials for the Administration of the President of the Russian Federation, the Federation Council, the State Duma, a number of ministries and departments.
