V.I. Batiuk was born in 1961. In 1983 he graduated from the History Department of Moscow State University and entered postgraduate studies at the Institute of the USA and Canada. Since November 1986 and up to the present time – a researcher of ISCRAN ..
Since 2004, he heads the Center for Regional Aspects of US Military Policy.

In 1987, V.I. Batyuk defended his Ph.D., and in 2008 – his doctoral dissertation.

Since 2001, V.I. Batyuk teaches at the Faculty of World Politics of the State University of the Humanities, prepared a special course entitled ‘History of International Relations and Foreign Policy of Russia’.

IN AND. Batiuk repeatedly took part in the work of a number of international conferences that were held in recent years at the Institute of the USA and Canada of the Russian Academy of Sciences.

About the Center

The main actual topic of the Center’s scientific specialization is:

the structural subdivision of ISKRAN, which studies the processes of forming US military policy, as well as regional aspects of US military policy.

The Center for Military and Political Studies was formed in December 2010.

The US regional military policy has always been subordinated to the overall strategic goals formulated by the official Washington. With the end of the Cold War, the American elite re-formulated its regional priorities. In a unipolar world, official Washington had the opportunity to preserve and consolidate its domination on the “world continent” – in Eurasia – by further expanding NATO, weakening and geopolitical isolation of Russia and strengthening the direct military presence of the United States not only in the Eurasian “rimland”, but and – for the first time in history – the “Heartland”. According to the leadership of the Pentagon, the readiness of the US armed forces to carry out the tasks assigned to them will largely depend on their ability not only to use the latest information technologies within the so-called ” ‘revolution in military affairs’, but also to master the ‘culture of transformation’, abandoning obsolete strategic, operational and tactical approaches.

The qualitative military superiority of the US armed forces due to the transformation should, in the opinion of the US military and political leadership, ensure their global military dominance with the reduction of a massive military presence abroad.

The employees of the Center determine the main directions of their scientific activity in the following ways:

1) the formation of US military policy as an instrument and an integral part of the US national security strategy;

2) problems of interdepartmental coordination in US military policy;

3) the role of Congress in the process of forming American military policy;

4) regional aspects of US military policy;

5) economic and energy aspects of US military policy;

6) the problems of non-proliferation and disarmament in US military policy.
